Welcome Office provides information about the Finnish society and its services for immigrants and actors working within immigration. We serve in English, Finnish and Swedish.

Welcome Office started as a development project in 2012-2014.

Aim and objective

Low-threshold services for immigrants

The aim of the Welcome Office developmental project is to establish a low-threshold information centre for immigrants with centralised and easily accessible information on immigration, recruitment, working life, public authority services and societal issues.

The foundation for the project is a joint developmental strategy model of the information centre by the Bothnia Integration project and other regional partners.

The project also aims to create an internet portal which makes information available on regional and general society.

Welcome Office strives to galvanise regional and sub-regional networking and information exchange. A vast amount of immigration related expertise exists in the area. Measures will be taken during the project to highlight awareness of other relevant partners.

The project seeks to contribute to the following issues:

1.       More effective integration of immigrants into society and working life.

2.       More rapid recruitment of foreign workers coupled with efficient guidance into societal services whilst supporting regional companies in their quest for global competitiveness and a skilled labour force.

3.       An increase in regional know-how relating to immigration issues. 

The purpose of the Welcome Office project is to support and promote integration and opportunities for active immigrant participation in Finnish society.  The project also aims to promote equality and positive interactions between different population groups.  


The target group

All immigrants constitute the Welcome Office project’s client group. The target group includes all individuals whatever their reasons for immigration are.

The project pays particular attention to the provision of guidance and information for immigrant workers, their families, individuals who have immigrated because of family reasons and international students. The aim is to facilitate their integration into Finnish society and working life.

Welcome Office also offers its services to an array of; operators, organisations and employers, educational organisations in the area, the third sector and projects.

The area

The Ostrobothnian Welcome Office information centre is a collaborative project implemented in Vaasa, the Jakobstad region and the K5 area.

Regionally, the Welcome Office is divided into three different offices; the head office is located in Vaasa and the branch offices are situated in Jakobstad and Närpes.

The municipalities involved in the Welcome Office project are: :
Vaasa, Korsholm and Vörå (Vaasa area)
Närpes, Malax, Korsnäs and Kaskinen (K5 area)
Kronoby, Larsmo, Pedersöre, Jakobstad and Nykarleby (the Jakobstad region).




Welcome Office is an EU and locally financed collaborative project implemented in the Vaasa area, the Jakobstad region and the K5 area. The project period extends between 2012 and 2014. The city of Vaasa is responsible for the management of the project.

The Ostrobothnian Welcome Office information centre project is funded by the European Regional Development Fund (ERDF) through the Regional Council of Ostrobothnia, the European Social Fund (ESF) through the Centre for Economic Development, Transport and the Environment (ELY) for Ostrobothnia and the municipalities involved.

The steering group

In addition to the financiers, the steering group of the Welcome office project consists of key partners, who are involved as operators during the implementation of the project.

The steering group of the project consists of the following organisational/municipal representatives:
Ostrobothnia Employment and Economic Development Office (TE offices), the Regional Council of Ostrobothnia, the Centre for Economic Development, Transport and the Environment (ELY) for Ostrobothnia,  the city of Vaasa, the municipality of Korsholm, the municipality of Vörå, the Jakobstad region, the K5 area, Vaasa’s entrepreneurs, Bothnia Integration project (TE offices), the From Immigrant to Local Resident project and the Welcome Office project.


Bothnia Integration and Bothnia Work are projects belonging to the Employment and Economic Development Office in Vaasa and are partly funded by the European Social Fund. The Bothnia Integration project promotes the integration and employment of immigrants. It supports the functioning of the Welcome Office by participating in the operation and planning of training, the implementation of content and the employment of developmental methods. Bothnia Work is a work based immigration project, which supports the activities of the Welcome office project through expertise and developmental collaboration work.

From Immigrant to Local Resident is a project financed by the European Social Fund with the aim of promoting integration of immigrants through collaborative work and a developmental process. The Welcome Office and the From Immigrant to Local Resident projects have co-operated to create a joint project site.
